In short, progress has reached the point where Telegram bots can already be copied, showing screenshots of a similar Telegram bot (a series of screenshots). Of course, you will need minimal knowledge to run this bot on a local computer or server - but in principle, you can even get this knowledge from AI, and if you get to Claude Code - then you will hardly need it at all - it will do everything for you. I haven't done this yet, as I create bots strictly for my specific needs and have to describe everything for myself.
